PDA workshop II
Residents are concerned about several
projects currently in review that are trying to avoid
zoning restrictions by applying for designation as a
Planned Development Area. These include:
- Kensington Place, Midtown Cultural District/Chinatown
- Columbus Center, South End/Back Bay/Bay Village
- Russia Wharf, Fort Point Channel downtown
All of these violate the PDA zoning requirements - including prohibitions of PDAs in their locations. PDA provisions are increasing abused by developers who want to violate zoning without going to the Zoning Board of Appeal for a variance, because variance challenges have clear legal standards that protect abutters.
Should we have PDAs in the zoning code? Do we need them to have good development? Can they be used wisely? Can we prevent abuse?
Come and learn how PDAs work, and discuss how we can respond.
